Andy Fishburn has joined ICSC as vice president, Public Policy and will focus on financial and regulatory issues within the organization’s Washington, DC office.
“Andy has more than 20 years of experience shaping legislative and regulatory outcomes for a variety of complex issues in Washington, DC,” said Moutray McLaren, executive vice president, Public Policy. “He has a deep understanding of member-driven organizations and associated policymaking. I look forward to working with him as we navigate today’s political environment and ICSC’s legislative priorities.”
“Shopping centers are central places where people gather and connect, and ICSC reflects that same convening power for the industry,” Fishburn said. “I’ve spent my career building policy solutions by bringing people together, and I’m excited to do that work on behalf of ICSC’s members.”
Immediately prior to joining ICSC Fishburn served as senior vice president, Public Policy, with the Equipment Leasing and Finance Association (ELFA), where he led the association’s federal legislative and regulatory activities before House Financial Services and Senate Banking, Tax Writing and Judiciary Committees.
Previously, he worked as deputy assistant secretary at the U.S. Department of the Treasury and chief of staff at the Financial Crimes Enforcement Network (FinCEN). Other experience includes acting as advisor to U.S. Senate Finance Committee Chairman Max Baucus, where he led 1099 corporate reporting reform initiatives, enhancing compliance and reducing administrative burden for small businesses.
