Since 1989, ICSC Members have walked the Halls of Congress at our annual Federal Fly-In in Washington, DC. Members meet with policymakers and share their unique perspectives about legislation impacting the Marketplaces Industry. The event is open to all ICSC Members, even those with no previous experience.

ICSC’s Economic Policy Committee serves as the principal liaison between ICSC members and the Government Relations & Public Policy Staff on issues under the committee’s jurisdiction, including:
The committee meets quarterly, including three virtual meetings and one in-person session held alongside the Federal Fly-In in the spring. In addition to attending quarterly meetings, committee members may be called upon on an as-needed basis to offer their perspectives to policymakers at both the state and federal level.
The ICSC Environmental and Land Use Policy Committee is comprised of experts in environmental law, financing, and deal-making communities. The committee meets quarterly, with two meetings held virtually and two meetings held in-person/hybrid format. Past projects have included the authoring of the ICSC Brownfields Toolkit, speaking engagements at national and regional ICSC conferences and meetings with policymakers on Capitol Hill and regulatory agencies.

The Environmental and Land Use Policy Committee is open to in-house and outside counsel, as well as owner/developers and environmental consultants.
The ICSC ESG Committee is comprised of the Heads of ESG, Sustainability or Energy Management for owner/developers and retail tenants. The committee meets quarterly, with two meetings held virtually and two meetings held in-person/hybrid format to share best practices and policy recommendations.
Current focal points for the committee are best practices in:
Membership is open to in-house Heads of ESG, sustainability, or energy management for landlord or tenant, or inhouse counsel with oversight in above policy issues. Service providers, including outside counsel, are invited to participate in an ad-hoc basis.
The Legal Advisory Council (LAC) is composed of 16 distinguished attorneys from across the country, representing law firms, in-house counsel and the public sector. These members—who represent both shopping center owners/landlords and retail tenants—provide strategic legal and policy guidance to ICSC on key issues affecting the retail real estate industry.
The LAC advises ICSC on whether to participate in filing amicus curiae briefs in significant appellate cases. When briefs are filed, council members assist with review and editing. The LAC may also offer guidance to ICSC’s Legal and Government Relations & Public Policy departments on broader industry-related legal and policy matters. The council reports to ICSC’s General Counsel and EVP of Government Relations & Public Policy and serves at ICSC’s
discretion. Nominations for open seats on the LAC will begin in Spring 2026. ICSC members are invited to nominate qualified attorneys—self-nominations are welcome.
ICSC State Government Relations Committees are involved in the planning state capitol visits, committee events or meetings with state lawmakers. Each ICSC Government Relations Committee has a chair that convenes regular meetings, leads planning of annual state capitol visits, and provides policy updates to committee members.
