The National Conference of State Legislatures (NCSL) hosted its annual Policy Review Week earlier this month, offering state legislators and industry stakeholders a forum to discuss the organization’s policy directives.
The process brought together NCSL’s eleven standing committees to address a broad range of topics, many with significant implications for commercial property owners. The proposed directives will be posted by mid-July and will advance to a full-conference vote at the 2026 NCSL Legislative Summit.
Three standing committees addressed resolutions of particular interest to the commercial real estate sector.
The Transportation Committee met to discuss securing national supply chains, highlighting support for the Combating Organized Retail Crime Act (CORCA), which recently passed the U.S. House of Representatives. This initiative aims to modernize the federal response to organized retail and cargo theft, which heavily impacts logistics and freight networks.
The Banking, Financial Services, and Insurance Committee discussed a new resolution urging Congress to enact a long-term reauthorization of the National Flood Insurance Program (NFIP). This measure would aim to create certainty and stability while ensuring that flood insurance remains both accessible and affordable. The resolution also supports investment in flood mitigation and resilience efforts. Additionally, the committee evaluated updates to its insurance modernization policy directive.
The Natural Resources, Energy, and Environment Committee focused on a waste management policy, with staff recommending that the current microplastics research resolution be incorporated into the existing Waste Management policy directive. Additionally, a new resolution is expected to be proposed by staff regarding permitting reform, which would urge the federal government to respect state authority over local zoning laws and land-use regulations. Finally, the committee deliberated on modifying the 2025 data center resolution to keep pace with accelerating advancements in the sector.
