EPA Launches New Permitting Authority Map to Streamline Project Development

The U.S. Environmental Protection Agency (EPA) has unveiled a new online Permitting Authority Map designed to help developers, local governments and other stakeholders quickly identify which agency has jurisdiction over environmental permitting requirements across the country. The interactive tool is intended to reduce confusion and delays that can stall projects when multiple federal, state, tribal and local agencies are involved in the permitting process.

The map covers permitting authority under several major environmental statutes, including the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Safe Drinking Water Act, and Marine Protection, Research, and Sanctuaries Act. By providing a centralized resource for determining permitting responsibilities, EPA aims to improve transparency and coordination during project planning and development.

For ICSC members, the tool could help accelerate redevelopment, infrastructure, mixed-use and adaptive reuse projects by making it easier to identify the appropriate permitting authority early in the process. Greater clarity around jurisdiction may also reduce administrative delays and help developers better navigate increasingly complex environmental review requirements.

EPA officials said the initiative aligns with the Trump administration’s broader focus on reducing regulatory uncertainty and encouraging economic growth through more efficient permitting processes.
