CORCA Update: Senate NDAA Consideration Presents Next Opportunity

Congress continues to advance the Fiscal Year 2027 National Defense Authorization Act (NDAA), providing another important opportunity to advance the Combating Organized Retail Crime Act (CORCA). 

Both the House and Senate Armed Services Committees have approved their respective versions of the FY2027 NDAA. During House Armed Services Committee and Rules Committee consideration, ICSC and our coalition partners worked to secure CORCA's inclusion, but the legislation was not considered germane for House floor consideration and is not included in the current House bill, which has not yet passed.  

Attention now turns to the Senate. The Senate Armed Services Committee has reported its version of the NDAA, and the full Senate is expected to begin floor consideration when it reconvenes next week. CORCA will be offered as an amendment to NDAA by Senate Judiciary Chairman Chuck Grassley (R-LA) and Ranking Member Dick Durbin (D-IL) during Senate floor debate. 

ICSC was among the many law enforcement organizations and retail industry leaders supporting Grassley and Durbin’s efforts.  

“Organized retail crime poses a serious threat to public safety, fuels sophisticated criminal networks and disrupts economic growth across the country,” ICSC President & CEO Tom McGee said. “ICSC has proudly worked alongside lawmakers, industry partners and law enforcement to advance the Combating Organized Retail Crime Act since its introduction in 2022. As Congress continues to focus on strengthening public safety and combating criminal activity, we strongly support advancing CORCA and appreciate its inclusion in the Senate’s 2027 National Defense Authorization Act. This legislation will provide critical tools and resources to help law enforcement better investigate, deter and dismantle organized retail crime operations. We urge Congress to act swiftly to ensure this bipartisan, commonsense measure is enacted into law.” 

ICSC remains actively engaged with senators and key staff to build support for the amendment and underscore the need for stronger federal tools to combat increasingly sophisticated organized retail crime networks. CORCA would improve coordination among federal, state, and local law enforcement, enhance information sharing, and strengthen the investigation and prosecution of interstate organized retail crime operations. 

If adopted by the Senate, CORCA would be well positioned for consideration during the House-Senate conference process as Congress works to finalize the FY2027 NDAA. ICSC will continue advocating for the legislation at every stage of the process and will keep members informed as the NDAA advances.
