Colorado Right to Rest Act dies in committee

March 23, 2018

The 2018 Right to Rest Act, HB 18-1067, died last week in the Colorado House Local Government Committee.  HB 18-1067 would have prohibited local governments from adopting or enforcing ordinances that limit an individual’s “right to rest” on public property.  The definition of public property includes easements (such as sidewalks in front of shopping centers). ICSC joined a large group of opponents, both public and private in opposing this bill, which ultimately failed on a vote of 10-3.  

This is the fourth year in a row the bill has been introduced and it has never made it out of its first committee of reference.
